A native Houstonian, Jim Payne grew up in the Sugar Land/ Missouri City/ Stafford area and is a proud graduate of John Foster Dulles High School in Sugar Land. He first discovered Rotary during a fifteen year career in the banking industry when in 1984, when he was inducted into the Sharpstown Rotary Club. He “became a real Rotarian” when Rotary began its “PolioPlus” campaign in 1985 because this disease had touched his own family.
 
His appointment as an Assistant Governor for 2015-2016 is his opportunity to serve in a district wide office. His assigned clubs are Richmond, Sugar Land and Oyster Creek.
